His problem was
That they had direct evidence that he knew things that had clearly come from hacked recordings. That and the email supposedly saying "do her phone" or words to that effect.
I find it inconceivable that lots of people were not aware or complicit in what was going on but it appears not the same evidence directly linking them with the PIs.
