I think the problem...
is that they want to ban him for a long time, but any ban over a certain length entitles him to an appeal. The extra time generated by the appeal however would allow him to play in the next game, something they will be desperate to avoid.
So they are looking for a way of giving him a satisfactory length of ban but without allowing him to play while any appeal goes on. Tricky...
