I could be wrong but I don't think Director's of Recruitment (ie cheif scouts)

actually go about lodging bids, etc. They're there for scouting and identifying players.

JR will presumably go about contacting the clubs on behalf of NA and formalising the bids. NA has obviously felt he is lacking in the contacts dept and will let Joe do it.
