Jarvis contract
sounds to me like he might indeed be off elsewhere - so the club are making his contract offer public in order to placate us when it happens.
i.e. "this is a shock to us etc etc - as you know we offered him a professional contract, and were very disappointed when he turned it down."
two things on this - one, as people have pointed out below - can't really blame young players for wanting to leave when they know there's only a tiny possibility the current management will give them a real chance.
and two - I do hate the fact that I'm so suspicious of the club that I think they're trying to manage our reactions like this. But right now I don't trust any of them.
