What strikes me is that you need the DoF first
The principle is presumably that the DoF is responsible for ensuring the continuity of style of play/approach etc so he would have a big say in appointing the manager to follow the club's guidelines. This would mean that he and the manager would already have ensured they see eye-to-eye regarding the type of players needed, and should continue to have a close relationship.
If you have the manager first you have a problem where the DoF subsequently comes in and cannot reach the requisite level of agreement with the manager.
