I think he might do because

There is no way that he would want to walk out of Celtic during a season because is a legend there.

He would prob have a higher playing budget at Norwich than Celtic.

He has been saying how he would like to have Hooper and Snodgrass in his team.

At Norwich he would have the chance of winning something (Chumps) and then get a move to a bigger club like Lambert did.

Don't forget that his assistant is moving on so he might already be planning for Neyull at Norwich.
