Why didnt NCFC operate a priority system for Fulham game

They seemed to just go on general sale and didnt allow the hardcore supporters with signficant away points to apply for tickets. 11 away games I've been to this season and two away season tickets the previous two seasons. I thought the club would have used a priority system like they have done for other cruical games.
