Transfer Policy change?

Interesting notes from WBA that says they have a policy in place that they don't buy anyone in the Jan transfer window. (just loan deals and selling players!)

I wonder if we have shifted to this policy or are the board reluctant to shell out on permanent transfers while our management position is uncertain?
