Shouldn't be an issue, but
always best to run latest software as apps are optimised for latest operating system (iOS 7). iCloud backs up all data, photos, apps, settings, numbers etc. so if you ever lose your phone or break your iPad, you've always got a back up of everything.
As far as FB app is concerned... I presume there's a tech problem with its update. Could be Apple App Store or FB themselves that have withdrawn ability to download until update issue has been resolved.
Hang on in there bwod... you'll just have to be less nosey for now. ;)
