Sorry but your fact is wrong:

1. Yes you can apply for planning permission for a building you don't own although obviously if you don't own it then you can't actually implement your permission so its pretty useless actually having the permission unless you then buy the barn.

2. When you apply for planning permission then if you are not the owner you have to serve notice on the owner before applying and sign a declaration on the application form to say you have done so. If you don't it will most likely invalidate your application/planning permission if the owner challenges it.

The inheritance tax fact is however a goodun!
