Here's that FACT I promised...

In accordance with planning laws in England and Wales, you do not have to own a property to be able to apply for planning permission to change it.

Furthermore, if planning permission is sought by someone other than the property owner, they are not automatically consulted in the process, and the only way they will know about it is when the little notice goes up on the telegraph pole or whatever outside the property.

You are therefore allowed to apply to convert barn conversions back into barns, for example...
