There is a correlation between the two
It's best looked at as a scatter chart than as an equation.
The team with the 6 highest points per game have all had starts of 1.5 difficulty or less.
All the teams that have start difficulties of 1.5 or more have less than 1.25 PPG or less.
There is clump of others which are more random.
If you ignore the four outliers (Fulham, Sunderland, Palace and Stoke), the correlation is pretty strong with an R squared of 0.54 against a linear least squares regression.
