It's an odd example to use for why a Premier League full of foreigners is a Good Thing

For one thing, I imagine that most or all of those 15 good Belgians got noticed by playing for, and developing with, Belgian teams in the first instance. Which gave them the chance because they weren't full of non-Belgian players.
