confirmation from the foreign FA that he is free to play in this country. Releasing his registration etc.
Doesn't happen in domestic transfers because the FA covers both teams.
Don't think it's anything to do with eligibility to work. That's just down to the employer and as he is self-evidently a Swedish citizen no checks are needed (most would be the club needing to see his passport).
