Surely a victory in the war on drugs

is less people taking drugs? In which case the last 42 years is a testament to the failure of the policy Richard Nixon started in the USA and we followed with the Misuse of Drugs Act 1971.

Decriminalise, Educate, Regulate, Tax and treat addicts as a public health issue.
