Like an 'ear worm' once you notice it
I thought it was down to media training and a new tactic that they'd been given - primed with a list of banal responses to give to the kind of questions they might be asked, they mentally retrieve the closest meaningless phrase whilst congratulating themselves for retrieving a correct answer. But it's really f**king irritating. Notice also how any criticism or negative question is ignored and met with a litany of the wonderful things they do, and how its really very positive, but never address the criticism. Govt spokespeople especially adept at this, but banks also fond of it.
