I think Hoots would want him
1. Hoots is looking for a central defender.
2. Hoots must have bid a lot for Toby.
3. Hoots likes players with experience in England and the Premier League as he thinks it is easier for them to settle.
4. The top clubs are probably not very interested in RS and even if he signed for them he might not be a regular starter.
Everton seem to be quite skint, West Brom don't seem to pay a lot, Swansea have spent a lot... so that only leaves Norwich, Newcastle, Villa (looking for bargains), Sunderland, and Southampton (as he probably wouldn't consider Hull, Cardiff, or Palace).
