If he wants to come here Hooper has to persuade Celtic that if they don't accept our lower bid he'll stay with them for another year and leave for nothing (even though in reality he won't, he'd rather go to QPR than stay at Celtic)
To get us to match QPR's bid Celtic have to persuade us that if we don't (and even if he refuses to join QPR) they'd rather keep him for a year than accept our bid (even though in reality they probably don't want to lose him for nothing and would accept our bid)

It comes down to whether or not Celtic can be convincing enough to Hooper that they won't ever accept our bid to persuade him to go to QPR.

Of course he may actually be happy to go to QPR if they offer him enough money!
