Dunno. Probably. The sanctions for getting caught are, i believe, quite harsh.

But I expect it'd be the kind of thing that would take ages and ages to go through - providing said company with plenty of time to get rid of unlicenced software, or simply buy some licences.

I wouldn't have the first clue where to go to report them though. Trading Standards? Doesn't seem quite right.
