Yes
But not where I grew up (i.e the north). There the only "rugby" played was league, and in Sheffield few people played that (everyone obsessed with football - birthplace of the game after all). The only schools that played union were posh ones. The adult teams were all made up of Tory lawyers, doctors and coppers.
Inverdale is an utter clown though. I once emailed him about something, and mentioned Clifton College (very posh Bristol school he attended). He then got the impression that I went there was acted totally differently towards me, like I was "the right kind of chap". What a bell end.
