What you're forgetting is that the buyer can't force the seller's pace. The selling club

and the player will want to hold off while they think there's a chance of a better deal, which is why most deals are last minute. It's not really very bright to say to the selling club "just tell me how much you want and I'll pay it". You wouldn't be talking about ?500k difference, but ?5m.
