you need that if you plan on doing any real off-roading
disc brakes are unnecessary I think. Tbh I don't think I'll bother with them on my next bike and I've even considered changing them for conventionals on my current one. They work just as well and weigh slightly less.
Your bike depends on what you'll be riding on, but whatever it is I'd suggest making sure you get the best and lightest frame you can
