probably the unit....
I've been using them for many years and never known them doing nothing as seems to be described. So I would take it back if it is doing nothing. However if it is a bit erratic then a simple trick is to take a kitchen scourer to buff up the contact points between the display unit and the handlebar holder. But thats really for an old one - not a new one.
Some arent brilliantly waterproof - so sometimes worth protecting the unit with a (home made) cover.
Incidentally it barely matters how close the sensors are apart - mine touches with a little click every rotation of the wheel - just cant be arsed to make the minor adjustment.
