No, too many would be crap shots and risks too many accidents

c.f. very recent events in New York:

Guardian: "Questions have been raised over the New York police department's handling of a shooting near the Empire State Building after armed officers injured nine passers-by as they pursued a gunman who had just shot dead his former boss." (14 shots fired by police, 9 bystanders hit by bullets/ricochets.)

"NEW YORK (AP) ? A police officer shot and killed a convenience store worker who plowed into him on a sidewalk while frantically fleeing an armed robbery early Friday, a sudden encounter that the police department called a tragic accident." (Complete accident when the victim collided with an officer with a drawn pistol outside the shop - but would the victim have so easily managed to collide with a fully trained armed response unit that was in full control of the scene?)
