The report says that in 1988 numerous groups of Liverpool fans had attempted to gain entry into the N. Forest section of the ground, obviously none of these were present in 1989.

From section 1.82 "Oblivious to the layout of the terrace, and unable to view the terrace from the tunnel entrance, more than 2,000 fans descended into the already packed central pens." Given that the game was about to kick off one would presume some of these 2,000 would know that the coveted centre pens were already taken (the report states that popular areas behind the goal are taken first) and again I presume none of these 2,000 were present at the 1988 semi final or any other game at Hillsborough before this. This was the away end of the ground after all.

This does not mean I think any of the fans that died are to blame. Actions at the time taken by police were wrong but years of hooliganism at football contributed to this and anyone who took part in such "premeditated" activity is partly responsible. Reading the report the game should not have taken place at the venue. The lack of communication between authorities lamentable and the cover up after a disgrace.

I do think people forget what a different time it was to watch football thanks partly to 'supporters' of Liverpool among others and to the original comment I do not believe such an event would have happened if Norwich were playing at Hillsborough.
