I fail to see how it's silly

people who are not interested in the Olympics may be annoyed to suddenly not be able to get where they wanted to in the usual time frame due to sport.

If, for example a huge load of bikers turned up in Worthing for a 2 week bikethon, preventing you from getting to work on time for a period of 2 weeks, you'd be annoyed about, having no interest in bikes.
