I really don't think we need to read too much into anything at current paces. Hughton only has had 1-3 weeks to get to know all 24-25 players in person, so he is passing his judgment. And who are we to tell what's not going on behind the scenes, anyway?
What do we know of how transfer business is working in real life. Fine, if one looks to FM 2012, then things are slightly easier, although playing with Norwich is almost as hard as in real life:)
Joking aside, I think we can wholehartedly trust that Hughton and his team are thinking long and hard who to bring in and out. Whether there are some real money available, we just don't know, do we?

That said aside, I'd really think we need to improve our defence, and a add a steely, defensive midfielder to our fold.
Far too many times we shipped in goals by lack of strength, determination and above all, CONCENTRATION.
Playing too offensive at times left all back four too exposed me thinks.
And, yeah, Hoolahan, Johnson and Martin need to stress down, keeping things simple, and never give any ball away, ever!!!
