how ever the govenment reached the conclusion that G4S would win the contract...
at some point G4S must have convinced the government they could achieve the security tragets set. I would imagine this would include staffing as the government are highly unlikely to award a contract that requires thousands of people, AND offer to recruit them for G4S.....
