Saw a report yesterday saying that the SFA have declined to transfer

a players registration from Rangers to an unamed premier league club so the matter now has to be ruled on by FIFA.

Presume is either Whittaker or Naismith. Not the same as having to pay transfer fee but clear there are still some legalities/technicalities which need to be overcome.
