A political choice

Plenty of countries run with public spending between 40 and 45% of GDP, as ours will be this year. Nothing intrinsically unsustainable about it (and you'd expect it to be higher than usual when you're recovering from recession).

All about political economy choices - you may want to shrink the state as an ideological choice, but don't believe people who make up arguments to claim there isn't a choice.
