Regarding the Cameron stuff below

If any government cuts child benefit to only the first three children I would welcome it. There are too many serial breeders even in my own village who will happily tell you they only have more children for money. One family who live very close to me (within earshot if there five children) brag openly at school that they never have to work because they get 26k per year on benefit.

Somehow we have to try to differentiate between those who really need help and those who simply abuse the system.
