at Man Citeh, they must be of a reasonably good standard when you consider the luxuries available them. Basically you have to be of a high standard to feature in such an expensive squad.
As far as Downing must be good because he moved twice for big money, there have been numerous mediocre players that have made a series of big money moves over the years, Ade Akinbiyi being a home grown example, Carl Cort also falls under a similar bracket.
Sometimes you just have to accept that there are naive managers who will be conned into over spending on avaerage players. Kenny spent ?80 million on Carroll, Adam, Downing and Henderson. Martin O'Neil (who bought Downing for Villa) spent the best part of ?30 million on Reo Coker, Harewood, Zat Knight and Curtis Davies. Sometimes lightning strikes twice!
