I don't get the whole "he couldn't achieve what he wanted here"

I don't normally do the whole "someone told me" stuff, but... someone told me that he had ?40m to spend on players/wages last season and it was HIS choice not to spend all of it.

I can only guess it would be the same this season, if not more... is ?40m really not enough to push us on to better things?
