Lambert and Rodgers are/were both in a Catch 22 situation

Both achieved well beyond expectation last season, chances are both teams will struggle next season whoever the managers are. If an opportunity arises to carry on overachieving at two new clubs whose expectations are higher then it is understandable that they want to move on.

Of the two I suspect Rodgers faces the more difficult job as only Liverpool fans and their owner believe they can be top four. Lamberts new fans and owner would probably settle for a top ten place in his first season.
