i think the Giro tend to be a little bit more lax on that sort of thing
seem to remember there being a bit of a fuss kicked up about some of the sprinters holding on to team cars when going up mountains - a lot directed at Cav but then (iirc) a video was found of his main rival and accuser doing exactly what he was accusing Cav of doing.
like the SPL wanting to keep Rangers in, the organisers know it isn't the main show in town - with plenty using it as a warm up for the Tour - so for the big names and the big draws...
not that a little bit of drafting is anywhere near the same scale as Rangers!
