There aren't any points penalties. If they get promoted whilst making a whopping great loss they just have to pay a chunky fine - but given the fact that QPR is already an enormous money drain that clearly won't bother them too much.
It's only teams that don't get promoted who will face a transfer embargo (hello Leicester) rather than a fine, presumably since without the Premn money they won't be able to pay the fine anyway. Who do we think the three clubs voting against the proposal were - I'm guessing Leicester & West ham were two. Maybe Ipswich???
