Its not unusual
for relegated teams to crash-land on re-entry into the fizzy league. Often the descent is followed by a second consecutive relegation a la man city, and teams unable to stop the inertia of plummetting out of the highest league in the world often go into freefall.
The reasons are clear - such sinking changes the current available funds and therefore often leads to players jumping ship (or being pushed) in search of an even keel. The wake of such adjustments takes a while to settle and new galleymates need time to find their place in the Champion Ship.
