If people want to restore interest in the game then the ONLY issue that needs to be adressed is money. Level the playing field, address the gaps between the leagues so relegation isn't a disaster and hey presto, the league is competitive again and teams can afford to 'go for it' rather than constantly s**tting themselves about relegation, or not getting into europe. All these various points scenarios won't work. Teams will find ways around them to work in their favour, you may even end up with the ridiculous situation of teams 'defending' a 2-1 deficit as that would keep them up, when 3-1 wouls send them down.
