Suarez and Terry

After he was found guilty, then the report coming out, and now Liverpool accepting his ban, what I don't understand is why Suarez is not being charged with a criminal offence as Terry is. What I find even stranger is Terry's is going through the law first, and then the FA after.
Anyone with any ideas?
