One other thing which is puzzling about the article

Its suggested that we go from 27,000 to 35,000

Yet it says devloping the city stand will add 5,600 seats only (4400 to 10,000)

This only brings us up to 32,600

Not sure where the extra 2400 seats are coming from.

Why not just keep the city stand and add the extra 2400 seats elsewhere?

The numbers just dont add up.
