because a minute proportion of people have found a way to benefit from the system. The vast majority of immigrants are productive, just like in teh US, where they basically prop up the entire industrial base of the country, yes, even illegal ones, despite the bulls**t rhetoric.

If english emigrants were forced to do these tests then 99% of them would be kicked out of their new countries
