Last night wasn't rioting, it was organised looting.

Set fire to something over here as a distraction, then motor it to where the coppers now aren't, fill your boots with phones and tellies, set fire to something else, repeat.

Water cannon would have done less than nothing. Might have scared off some of the onloookers and hangers-on, but that saves no looted goods or torched shops.
