Legal streams for watching matches

Having a debate at work on this. Paraphrasing:

Person One: it's ridiculous that people flout the rules by watching games on illegal streams. It means clubs aren't getting paid for the high-quality entertainment they're producing.

Person Two: no it isn't: it's impossible to access this stuff live legally through streams. I don't want to buy the full Sky package, I only want the games I want (typically those I can't get to myself), and you can't buy "just a few games". If the industry made a sensible legal offer available I'd probably pay but they don't so I don't.

Which of the two people above is more of a c**t, and more importantly are there actually legal services available or is it really sky-full-monty or nothing?
