It's difficult to tell, mainly because of the 140char limit, but his aversion to punctuation, grammar, etc doesn't help, but ...
I think that some other feller said "99.9% of norwich fans think @ODonoughoe is scum" to which Bright replied "Only 99.9%". Presumably meaning that he feels that 99.9% isn't enough.
