He has to fill in transfer request requisition slip FATRR16 and submit to the club
secretary who then issues Transfer Request Slip FATRRS4.1 to the player who must sign it and return a copy by registered, signed for post to both the club and the FA Player registration secretary.
Once that is done, the club can refuse to accept it. They literally have to refuse to accept it from the postman by closing the door in his face when he holds the signature thingy out and shouting '"We refuse to accept this"
