My guess is it means he's content with the club rebuffing Burnley's approach (ie doesn't particularly want to go there, and isn't too bothered about not being able to talk to them).

Not eulogising the club nor making a public commitment to stay probably means he's anticipating future offers from better clubs that he might want to say yes to, so doesn't want to be seen committing to the club one week and buggering off the next.

ie if a Prem club comes sniffing, he's very possibly off.

Suspect the NCFC official statement was aimed at other clubs as much as Burnley.
