Perhaps check it's not the virus scanner doing a scan every time you start ? Or

otherwise it could be swapping (W7 tends to do this to optimise performance) but since you have loads of RAM then it shouldn't be an issue.

Are you on a network or standalone ? If on a network, try starting it up off-line and see if it makes a difference.
