I think cig breaks in offices, evolve from the guidance that people are entitled to
screen breaks (5 minutes in every hour or something)
So people go outside for 15 minutes in the morning, and afternoon. Some people smoke, some people just get some fresh air
From there, some people, like yarmy says, abuse that accepted practice, and probably go out for a cig every 3/4 of an hour
Which is probably a concern if your staff are wasting 2 hours of a day outside
