Oh yeah, hang on. They've scrapped the majority of new school buildings. Unless you want to set up your OWN school, which is of course the most sensible way for a school to be run. And, of course that means the people able/motivated to do this are teh middle class parents, whose schools are generally in an alright state (BROAD generalisation, but one quite often true).

Theres cost cutting and then there is simply ideologically motivated moves.
