I suppose my point is that compared to just about everywhere else in Europe

London (and UK cities as a whole) is very cycling unfriendly so I wouldn't expect this scheme to take off for the casual cyclist (not once they've experienced five minutes in traffic anyway). Non-casual cyclists would likely have their own bike anyway and be mad enough (ie. you and Boris) to brave the traffic
